By the look of the game and fact it is made with unreal engine 4 i would expect it to be running decent on potato hardware. Will try it later for sure. PCgamingwiki lists few odd workarounds for very basic things like fov, framerate lock and ssaa:

As always for any UE Game - Tweak is needed.

The Sinking City Performance Tweak

Open GameUserSettings.ini & Engine.ini
(located in C:\Users\*User*\AppData\Local\TSCGame\Saved\Config\WindowsNoEditor )

Add line:

[/Script/Engine.RendererSettings]
PoolSize=8192
MemoryMargin=20
MemoryLoss=0
HysteresisLimit=30
DropMipLevelsLimit=16
StopIncreasingLimit=20
StopStreamingLimit=12
MinEvictSize=10

Save & close

PoolSize is Your GPU VRAM BTW.

 

Its sad that we have to tweak Unreal engine games to match the performance of nvidia cards.

 

I was Tweaking back in the ATI 9800 pro times and even on Amiga back in the 80' 90' dayZ
So im fine with that.
Besides i can have better visuals + performance Out of UE3/4 Games thanks to this.

e.g. HoMM VII on my rig have 4k dynamic shadows & some DX10 features On (As for Heroes this is most beatifull HoM&M out there, Yes also with Reshade)
Game runs DX9/10 Hybrid mode (similar to Aliens: Colonial Marines by Gearbox Software)

 

It's still sad.

The vast majority of gamers are not tweakers.

 

Optimisation Over ALL
Today played Wolcen (Pt.1)
Game runs at Ultra w OC at 1602MHz/1120HBM2 (silent)
Next was TSC 1620Mhz/1100 (lauder)
Wolcen looking like Next-Gen game & TSC like game from the 6-10 Years ago
