Have been searching for a way to overclock this card but following all links and all info that is not needed is a major pain in the ass.
After going thru all stuff i could find about it without doing any hardmod i found one way to do it that was not that difficult at all.
Follow this steps, it is very EASY i can promise!

First download Voltage factory from here:
    http://www.awardfabrik.de/images/stories/upload/VoltageFactory_by_AwardFabrik.zip

    Then download Rivatuner:
    http://downloads.guru3d.com/downloadget.php?id=163&file=4&evp=2d213e528fb556c354432a3976bff55a

Install Rivatuner and unpack Voltage factory.

Run Voltage factory and you will see this on screen:

Press "Open setup" in that window.
    Then you will see this:

First you need to configure the path to folder where you installed Rivatuner.
Like the example that is already listed.

    Next press "Multi card/GPU"
    Then press "Device 0/2"

Next is to choose "1" at the "I2C Bus Number"

Then you can choose your voltage at register 18:

Enter 44 for 1.3v but dont go above 45 as it seems that that does not work for everyone but it works for me.

After that you need to do the same to the other GPU
Press "Device 2" button and set the same value at "Register 18" as you did on first device.

When your done you can fill in some name and choose "Save/Exit Setup"

Now choose "Settings 1" at main menu.
    Then press "Load settings"

Now you can choose your volt at "Voltage" menu.
Set both Device 0 and 2 to the same volt.
Press "Set Voltage" when done and you volt should be raised!

You can check volt and temp with Rivatuner and its really important to check your temp!

    I went from 840mhz to 890mhz with 1.31Volt

Dont know if there are any volt limit but will continue testing.
My card is an Powercolor 4870x2 flashed with Asus Top Bios.
Correct me if im wrong somewhere, i just found this out from various forums and dont know everything.
But its simple when you done it ones.

Yes but it does not work for me sadly, it would be the most simple and fast method.
Havent spent much time checking why it wont work.

    you should report it.

In my card, asus X2 it works OK.

Many x2 card need the bios modded in order to go >1.26v

I have another 4870 1gb saphire thee can't be volt modded bc it doesn't report the vrm 1366 on the bus; but I think i'm gonna try this tool of yours , just a remote option... but i'll try.

Ha, I thought dang it use MIS afterburner instead - then I read your card simply wouldn't go higher on the voltage.

I would try what the others mentioned, a diff BIOS, maybe ASUS or Powercolor - I know my 4870x2 responds to msi afterburner voltage tweaking.

If afterburner works for you then use it if you prefer it but it seems limited to 1.35 volt ?
When i change volt in it nothing happens..

Many thanks for this guide. I tested it on my card and it is working according to Rivatuner's hw monitor. IIRC my highest bench frequency was ~835, but I game at 812. I used to run it at 827, but it seems either Windows 7 or CODMW2 won't run stable at that frequency.

Anyhow, I'm going to test OC a little more in the next few days. I have a full coverage XSPC block on my card, so temps aren't a problem at all.
I idle at 28C for the GPU sensors and load at 30-32C. Granted it's pretty cold in my apartment right now (ambient temp is 18.4C according to my infrared thermometer), so keep that in mind.

I tried MSI afterburner and it works too. I'm testing 840 at 1.35V right now.
