"Solved". As in the seller took back the card with no hassles. "Did you try the card on another system? Preferably something more modern." Yeah. First try was on a Ryzen 3 setup. But that system has a motherboard where the B450 chip has some strange limitation aimed at not allowing headless setups. This tends to screw up booting with new cards (beeps for "missing graphics card"). Also I don't really understand why an old card would need a new computer. I was more leaning towards all drivers being too old for modern win-10.
