    hi,

I have issue with my video card.
Fans on card works all the time with 100% RPM. ( Temp is low - 25, and the core speed is low). i notice that when i install nvidia drivers.
When i have clean Windows install with out NV drivers fans have natvie speed 30-34%.

    Any idea where issue?

You can easily download some software like msi afterburner and set fan speed as you like.

You could be looking at the faulty fan (maybe). I dont think there is a fan controller, its controlled by bios. Try flashing the new one for your card, it could fix the issue.

I would not recommend bios flashing just yet considering it idles at low rpm on fresh install.

I do that, clean Windows install + new nvidia driver, but No effect. Gpu is idle, low temp but fans spin with 100% RPM, what its weird afterburner and FireStorm show 37% RPM.

might you have "played" with some settings unknowingly somewhere (BIOS, Motherboard Utilities, Graphic Utilities)

Its No problem to check this, i will set default settings on matherboard # install Windows + drivers, i do that later.

But What i notice, is that when i unistall nvidia drivers, funs immediately go to lower speed.

    Ok what im observe ,
1.during Clean install Windows 10 with PC connected to Internet, fans spins with 37% rpm, after preconfig when Windows start fans go to 100%.

    2. During clean install Win10 PC not connected to internet fan spins with 37% and after preconfig and first Windows loading fans still spin with low speed.

Im trying clean install nvidia drivers 398 Version 1 August 2018, but not Effect , fans spin with 100% RPM

second hand eh, could it be a hardware issue? how comfortable are you pulling apart your gpu?
maybe thermal paste has dried up or quite dusty

You think its a thermal problem ?
All software reported gpu temp at 25-27*C

well second hand, how old was the gpu when you bought it? when did this problem started happening?
did it run fine up until now or its spins at 100% when u got it second hand? all im saying is check all options .. hardware and software.
could be windows update not playing well with nvidia drivers my guess, but check the zotec forums to see if ppl have the same issue with the same card.. hope you fix it soon :)
