WIndows 10 FCU aplication autostart bug?

    Probably it is not a bug at all and i need to change something in settings but there it is.

    After upgrading to FCU I am experiencing strange behavior with programs autostart.
    Even if program is not set to auto start(bot in windows and program settings) if this program was running and have icon in tray when is close windows, when i restart/reboot PC it it will auto start with system. Programs will not auto start when i close them (ergo no tray icon) before i restart PC.
    It happening with both with reset or when i close PC and start again. I also try disabling fast start option but without success. Disabling hibernation dont help also
    So far 3 programs - Steam, GOG Galaxy, uTorrent.

    Go inside of each of those programs settings and turn off auto start

    Yeah, it's a bug. For some mysterious reason FCU seems to be restarting whatever programs were running before reboot. Those of them which are in autostart already Windows tries to start for a second time even when they are already running which results in various weird effects on a PC boot.

    I'm actually shocked by how many apparent issues there are in 1709 RTM. But hey, did you see this new totally useless and pointless 3D-Hololens-whatever app??! I wish MS would stop trying to be Apple and start being MS again, back from WinXP days.

    I'm seeing the same behaviour with Radeon Settings. I used to be able to disable at startup by disabing/deleting its entry on the Task Scheduler. But whatever I do now with the FCU, it always start up every time I boot the system.

    I have a feeling this is happening, in part, because they are migrating the configuration of what processes load at startup to the new Settings page.

    I had this issue with utorrent even with 1703 version.(I think also with previous releases)
    I still have it, and it drives me crazy.

    - in game option is disabled
    - no registry entry in hkey local machine and hkey current user(run&run once)
    - startup folder of startmenu is clear
    - fast startup is disabled

    If I quit utorrent before restart or shutdown, then it will not start at next boot.
    I I restart or shutdown with utorrent running, the 50%(and that's the most crazy) of the times, utorrent will start at next boot.

    I guess the mystery can be resolved by using Procmon from SysInternals suite to spy after registry activity at the starting and and the closing - may be Windows just writes down full path to image to be able to start it. It looks like a protection from sudden power cut for server edition.

    But the amount of captured registry activities will be monstrous.

    S-1-5-21-292270644-2672018337-3194129301-1001 - is my user SID, so yours should be different.

    So there is some service called "bam" [HKLM\System\CurrentControlSet\Services\bam\] and it has subkeys [UserSettings\User-SID] where some mystical binary values for any process which was ever started under this account are stored.

    Just checked - "bam" is "Background Activity Moderator Driver" so may be it can be stopped to avoid such behaviour...
    And after I stopped this "bam" service Windows BSODed. Nice!

    It's getting better.
    Now utorrent sometimes start even if I quit it before shutdown/restart.
