Windows 10 Enterprise 2016 LTSB is basically Windows 10 Aniversary Update (1607) that was release in 2016.
However the normal Windows 10 1607 was EOL since April 2018 and was no longer receive any update.
Windows 10 Enterprise 2016 LTSB however will get an important security update till 2026. Let's compare it to the most recent version which is Windows 10 1903.

    Test system
    i9-9900K @ 5Ghz core , 4.7Ghz uncore
    ASRock Z370 Taichi P4.00
    2x8GB DDR4-3500 16-18-18-36-2T
    EVGA GTX 1080 Ti @ 2126 core / 12474 mem
    Transcend PCIE NVME 220S 1TB
    Seagate Barracuda 4TB
    Corsair HX 750W
    NZXT H440 White
    Custom Water Cooling
    Nvidia 436.30
    Record by ShadowPlay

Windows 10 Enterprise 2016 LTSB OS Build 14393.3204 (lastest update as of 18 Sep 2019).
Windows 10 1903 OS Build 18362.356 (lastest update as of 18 Sep 2019).

If you are curious about SOTTR and CIV 6 results I try to re-test several times but the results didn't change.
However both games run normally on DX11 with Windows 10 1903.

Those extreme dips sound more like a driver issue from Nvidia with DX12 than a Windows problem, to be honest.

Civ 6 is probably affected by CFG

    This is very possible explanation.

A modern way to measure minimum framerate.

    What is CFG ?

Tomb Raider and Civilization could be affected by Spectre and Meltdown mitigations.

Can the Spectre and Meltdown patches be easily removed from a Win10 ISO(if included)?

Bad news. By disabling control flow guard both games still stutter.

    To do list...

  15. Been using LTSC 1809 for a client with a little over 100 seats. Works well. It has some things that LTSB 1607 was lacking, but it no longer has the legacy "set default programs" screen.....which i kind of miss. Still using LTSB 1607 for my portable windows flashdrives, as there seems to be issues using newer ones (at least when you build them with rufus).

I know you can easily remove with https://www.grc.com/inspectre.htm. Just disable both, restart and that's it.

Thanks, but I think I read that it would leave a change on the CPU(only some models?), even after removal. Would like to leave it as is.
Would be nice if there was such a tool for ISO images.

DX12 isn't bad like 1903 despite I didn't touch CFG so I think we can't blame Nvidia driver. It is probably Microsoft fault.
Can we please ignore Civilization VI one time spike that result in utterly bad frametimes ? It only happen before the benchmark begin. Otherwise frametimes are buttery smooth.
I also verify results several times in games like Project Cars 2 , Totalwar and SOTTR but looks like LTSC can't match LTSB.

1607 is always king in Windows 10 benchmarking (both 2D and 3D). Many overclockers consider 1607 performing closest to Windows 7.
Even before meltdown / spectre etc... strike we have 1703 1709 1803 but nothing can match 1607.
