(well this is a fresh 10 install and winzip has not been on it)
what have you removed from the system image?
This is/was a clean install (recovery) of .631 ... not sure what you mean or how I could remove anything.
We're just talking winzip .. all else is fine
.631 hmm I only know of .630 but newer insider only preview updates tend to be a bit higher versioned.
I assume it's not a internal update that sometimes leak those are not recommended for regular usage but I need to look that up now.
EDIT: Nope it's a standard one, guess it must have replaced something with .630 then.
Then the main CU.
Should be all. Update for .NET 4.8 and the Flash Update and then the Flash removal update but that's all optional.
And .661 as a internal only test update guessing if that goes well it might be the new insider preview update or something newer if further fixes are needed first.
So that's what .631 does over .630 then. Good to know about that.
I'm over reading or over thinking this there's no real OS issue or OS install issue going on here or anything that I was fumbling with reading the replies and getting way into things like that.
I wonder if Defender isn't blocking WinZip from installing likely due to security or certification issues.
Or looking at the image and instead of the error the path it tries to use because it's adding to the protected Program Data path not the appdata ones for desktop or start menu shortcuts. Permissions issue in that case.
Right-click run as administrator might be enough if so.
Running Winzip setup as admin? - same error
using Winzip since v9 (many years ago) and never had any issues
SSU/ Main CU tell it's already installed
Uninstall unknown updates by format or restore. You shouldn't have .631 installed at all. .630 is the latest.
Is controlled folder access enabled?
Is the user profile in the default location or has it been altered?
There is no uninstall option for this update (November 19, 2020 - KB4594440 )

On this window, you want 4 items
Now go through this symlink and you'll want
There is no such ProgramData\Start menu here
Yes there is, its a system/hidden symlink
This is what I see and hidden is checked
uncheck "hide protected operating system files"
