How to fix ? It is when I turned on my second screen/projector.
faulty projector or cable connecting projector to pc.
Yes but it works fine after I restart or repower my pc back on which is weird.
probably the cable then.

hdmi's HPD pin is supposed to be recessed so voltage doesn't pass until the plug is fully seated, some cable manufacturers don't care and have all pins the same length so you can end up with hot plug shorts and arcing that damages devices either end.
Dont plug it in while your computer is on. I know some devices (for example Wacom Cintiq) state in the manual as well that it should be powered on before turning on your computer. So this may be similar where it doesnt like the extra power.
You can use program like https://www.resplendence.com/whocrashed to see the error files to discover the culprit.
any other driver version? and i agree with author above - switch to your secondary device when primary is OFF and if you use notebook try special keyboard combination on your primary device to extend on secondary display(FN+F3 or whether you have on your model).
I never really thought about that, this might explain some of the wierd behavior i see when hotplug hdmi cables
