If people were allowed to try on underwear before buying, I wouldn't buy underwear at all
Wash them, as they're often made with chemicals that are toxic (not that any law maker gives a crap), and are also made in dubious places which smell like feces. This is from "cheap" $25 shirts to the expensive stuff, it's all made from garbage and in garbage.

Buy and Wear, if I can straight from the shop. Although I buy most stuff online nowadays. It's an old habit from when I was a kid when I always wanted to wear things straight away, especially shoes or trainers. It is interesting to hear most people wash first.
Most people I know do not wash shoes before wearing. Underpants, yes.
New 501's get put on, and then I bathe whilst wearing them - put on some Marvin Gaye, light some candles, take the phone off the hook etc. Highly recommend it with 501's. I always buy about 1 size bigger and let nature do the rest.
Anything else new, I just wear it new and wash when done.
Don't buy or wear second hand clothes. I have some weird aversion to it, like the previous owner was evil or something, or a druggie, or a rampant teenager, or an evil rampant druggie teenager, and died whilst 'crowning' their parents car, and it will posses me if I wear it.
You should wash them, they're full of chemicals. You can smell it.
The reason is so they don't start stinking after hanging in the store for a while.
Also important to wash underpants after wearing... ahem.
I buy new clothes, jeans, hoodies and socks are good to go, underwear I wash first.

Yes, as it happens I did laundry today, mostly underpants. I don't have my own washer and dryer and with people dying of the virus I've been afraid to go outside.
