You should use the latest microsoft-certified WHQL driver for your graphics card.

In the Nvidia control panel, if you are referring to 3D settings i personally only change (globally):

    - Power Management Mode = Adaptive (For some programs, Optimal Power may not change GPU frequency as efficiently as Adaptive)

    - Maximum Pre-rendered Frames = 1 (to lower input latency. Raise this if you are experiencing low framerates in CPU-intensive applications)

    - Threaded Optimization = Off (to lower input latency. This setting deals with how the graphics driver manages working with a multi-threaded CPU.
It won't prevent the graphics driver from working with multiple CPU threads if disabled.)

Best to play around with the settings on a per-program basis to determine what application works best with which settings.

Use 430.86 or if you're reading this in the future use whatever the latest is.
Leave it at default settings, the settings mentioned here may help with input lag, but could do more harm than good in terms of frame rate and stuttering on that ageing card. Even in less demanding e-sporty games.

    the latest driver ...
    use the maxwell bios tweaker
for gtx 750 ti lowers voltage to 1.1v-1.13v
    stock is 1.15v or higher
remove boost from bios and put all frequencies at 1306.5 mhz
increase also memory to 6200 mhz.
