What are these dots particles on my screen? How do I get rid of them?

    Hello I just built my pc and my monitor has these weird flickering dot particles and i have no idea how to fix it I tried both a dp and an hdmi cable but nothing changed. Drivers are installed. Any ideas?

    Notes: When i go in safe mode the problem stops. (Could it be a software issue?l I tried deleting gpu drivers with DDU and it stopped showing dots but when i restarted it was still there

    Typical of failing memory. If the card is new, return for a new one.

    yep my trusty old 9800gt kicked the bucket this way failing gpu memory. now if differnt gpu has same issue, then I would look at monitor but i pretty sure it gpu failing memory like chastity say
