    In windy_city.game.xml there are 2 sections that controls the wind speed.
    In this section:
    Code:
          <EnvironmentSettings>
            <EnvironmentSettingsContainer Name="Clear" fRain="0" fCloudy="0" fLightning="0" envlightingsettingsEnvironmentLighting="2531861498" envlightingsettingsEnvironmentLightingCG="559063328" envfogsettingsFog="1865567337" bloomsettingsBloom="2999751299" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="33314456" />
            <EnvironmentSettingsContainer Name="Clear_Rain0_Cloud0.4" fRain="0" fCloudy="0.2" fLightning="0" envlightingsettingsEnvironmentLighting="2531861498" envlightingsettingsEnvironmentLightingCG="559063328" envfogsettingsFog="1865567337" bloomsettingsBloom="2999751299" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="33314456" />
            <EnvironmentSettingsContainer Name="Clear_Rain0_Cloud0.6" fRain="0" fCloudy="0.4" fLightning="0" envlightingsettingsEnvironmentLighting="2531861498" envlightingsettingsEnvironmentLightingCG="559063328" envfogsettingsFog="1865567337" bloomsettingsBloom="2999751299" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="71048652" />
            <EnvironmentSettingsContainer Name="Clear_Rain0.01_Cloud0.9" fRain="0.03" fCloudy="1" fLightning="1" envlightingsettingsEnvironmentLighting="2237379687" envlightingsettingsEnvironmentLightingCG="1159669135" envfogsettingsFog="3237447176" bloomsettingsBloom="3738158885" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="71048652" />
            <EnvironmentSettingsContainer Name="Clear_Rain0.5_Cloud1" fRain="0.1" fCloudy="1" fLightning="1" envlightingsettingsEnvironmentLighting="2237379687" envlightingsettingsEnvironmentLightingCG="1159669135" envfogsettingsFog="3237447176" bloomsettingsBloom="3738158885" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="71048652" />
            <EnvironmentSettingsContainer Name="Storm" fRain="1" fCloudy="1" fLightning="1" envlightingsettingsEnvironmentLighting="2237379687" envlightingsettingsEnvironmentLightingCG="1159669135" envfogsettingsFog="38547269" bloomsettingsBloom="3738158885" colorgradingColorGrading="2641128788" ssaoSSAO="432169124" windenvironmentsettingsWindSettings="71048652" />
    there are one parameter at the end of the line of the each Environment Settings Container called "windenvironmentsettingsWindSettings".
    The values are actually encoded names of the files that have wind speed settings. That files located inside "windenvironmentsettings.lib" which is located inside patch.dat (\patch\generated\databases\generic).
    "33314456" is the "Clear.Wind.xml" which is light wind
    "71048652" is the "Storm.Wind.xml" which is strong wind

    You can increase the values in those xmls (marked bold below) by converting them with binhex Base Converter from Hex Workshop app into regular float32 values to be able to understand them.

    <?xml version="1.0" encoding="utf-8"?>
    <object hash="72DE4948">
    <field hash="61FC6B02" type="BinHex" />
    <field hash="9D8873F8" type="BinHex">53746F726D2E57696E6400</field>
    <field hash="B9295CC7" type="BinHex">CC1D3C04</field>
    <field hash="389F6DA7" type="BinHex">CC1D3C04</field>
    <field hash="00014FFD" type="BinHex">00002042</field>
    <field hash="316AD1CC" type="BinHex">01</field>
    <field hash="5B2D5040" type="BinHex">0100F041</field>
    <field hash="64998F3E" type="BinHex">01</field>
    <field hash="88A79364" type="BinHex">0100F041</field>

    Since some people would love this, here you go: Similar Sun Position to E3
    Not very accurate and needs refine.

    Usage: Drop this at patch\worlds\windy_city\generated, repack patch.

    Hey guys. in addition to the mod almost being done. Will the street lights always be on? and will the Beretta have the gun sound of 2012? and are you still looking for recommendations?

    Oh and guys. the animation of aiden taking out the gun is too fast. hope you can make it 2x slower like it was during e3 2012 and 13.

    That's a very detailed answer, thanks txgt! I was actually thinking about decreasing the values as the cloth physics acts really weird if you go above 30 fps, like if it's sped up. I'll give it a shot and see if it's a good workaround.

    Can't do nothing about that , its related to the skill that makes you equip guns faster
    I might try to find a way to remove this skill completly

    Yep, this is why I never bough some skills, and still I had to edit my save to remove some that regret buying...

    strange. when I had the definitive mod it was a bit slower. but I see where you're getting at about the skill.

    Loaded both Lobby and Interior of Dot connection (0 Bugs)
    The only problem is that the Door that connects both is closed and can't be opened , trying to do something with it
