Hello. Got a strange problem with my MSI AMD Radeon RX 6950 XT GAMING X TRIO.
While idling voltage is jumping from 0 to 825. GPU clock stays at 0, and every 5-10 second
spiking to 10-100MHz. Memory clock always at 0.
In not demanding games it start looks better. Memory is at 2200 stable. Voltage at 825-850 stable.
But gpu clock is only 500-1300 instead of 2400 and because of that fps is sluttering.
In Witcher 3 everything is how it should be. GPU 2500-2600. Memory 2200. Voltage 1.2. Stable.
In furmark GPU clock is at 2400 stable. Memory at 2200 stable. Voltage is at 1.13 stable.
But after ending furmark everything returns to idle numbers.

    Screenshot 1: Furmak
    Screenshot 2: After stoping fumark
Screenshot 3: Not demanding game locked at 60 fps
Screenshot 4: More demanding game locked at 144
    Screenshot 5: Idle
Screenshot 6: Sometimes after restarting pc memory is 2200
    Screenshot 7: Witcher 3

Sometimes, after rebooting pc, memory clock is staying at 2200 and not droping.
On furmark start hot spot temp jumps in 1 second from 40 to 70.
My previos GPU was MSI 1060 GAMING X. I used DDU to uninstall drivers and downloaded Amd Adrenaline 23.5.1.
Windows auto driver update is disabled.
Also got a problem with controling fan speed. When setting it to 66% in msi afterburner, it starts work at 80%.
Also can't lower it below 50%.
In adrenaline fan curve is resetting every reboot to 50% at any temps.

    Specs:
Motherboard: GIGABYTE B550 AORUS ELITE V2
Last bios update on June 2021
    CPU: AMD Ryzen 5 5600X
    PSU: New MSI MPG A850GF
Connected with 3 separated 8pin cables

    Things I didn't tried yet
    1. Motherboard bios update
    2. Reinstalling windows (using it since march 2021)
    3. Vbios flashing

As for me, everything looks normal. Why should the GPU always have full clocks when it is not fully loaded?
In League of Legends, the GPU runs 150MHz at the core and holds 144 fps. If you have unlocked frames in less demanding games and the gpu is still not fully loaded then you probably have a bottleneck on the cpu. Im bottleneck 24/7 actually and i can't say my FPS is sluttering.
But if you want the GPU to always run at 100%, then run VSR and run the game at some ridiculous resolution. 6950XT can utilize 8K

I also have a 6950XT and i think everything is normal.

My GPU also idles at 0% utilization with a voltage of 825mv.

But my memory clocks always stay at normal speed (2235Mhz) because i`m using an high refresh rate screen (144Hz).

The important question is if your GPU is working at it should when gaming, if it is then no problem, i think.

You can see on screenshot #5 while idling on desktop my memory clock at 0, gpu clock almost 0 and my voltage every few second spiking from 0 to 825. Seems not normal to me.

My monitor is 144Hz. GPU is working fine but only in high demand games. For example in witcher gpu is at 99% usage(screnshot #7). In games with not so high demand or with locked fps(screenshot #3 and 4) gpu usage is only at 60-70% with memory clock jumping from 500 to 1300. And those jumps causing unstable fps.

Well, it`s normal for the GPU to have lower usage on less demanding games, the same happens to me when playing Path of Exile for example.

Modern GPUs are so advanced that they try to run at optimal settings, meaning lower clocks and usage when the tasks are lighter and don`t require full performance.

But the memory clocks bouncing up and down are a little strange, they don`t seem to happen in my case. Are you sure that you`re running your system at 144Hz? You have to chose the option in Windows.

I`m also having some issues with my card not performing as good as it should but in my case i think the reason is my CPU (7600K) that`s too weak for the card.

I`m already planning an upgrade to solve this.

I hope your problem is also solved so you can enjoy our card.

Reduced memory clocking at a higher refresh rate is also possible, but it all depends on how the screen manufacturer has set the parameters. They must be non-standard, since the card does not drop the clocking. I have the screen overclocked to 150Hz and idle works fine. Jumps in memory clocking are a different situation. Try to find a place that causes it every time. Maybe the CPU is doing a shader cache. @H83 and I are limited by our CPU. I have Xeon version of i7-5775C. You can always load the graphics with a higher resolution, where the CPU won't matter so much anymore, because if it can manage to hold 60 frames in 1080p, it will surely also hold 60 frames in 4K. Let the graphics show what it can do :D

try setting up a game profile in amd's cc for the game that stutters, go to tuning, manual core oc, then set minium core clock value.

what a great cpu that was, mine ran 4.3ghz core/ring oc and 2000 edram oc. remember getting below 40ns latency in aida.
is the xeon version unlocked ?

Unfortunately, no. Admittedly, it holds 3.7GHz on all cores. Previously I had an i5-5675C, overclocked to 4.1GHz,and EDRAM also at 2000MHz. 4 threads throttled terribly in newer titles. Eight threads still holding.

yup. 5775c at 4.2G is faster than 1st/2nd gen ryzen still, even in new games.

I tried many things but I guess it's fixed by disabling MSI Afterburner. Also I found out that voltage jumping from 850 to 0 is normal for amd gpus.
