There is no telemetry with Radeon Software until you tick an "User Experience Program" agreement option on first installer screen.
Those options suck, although I thought there was only two choices before so maybe they changed it? Before you either take the control panel in all its bloated entirety with ReLive for local records/streams/and even VR integration with SteamVR, a browser, hotkeys, etc, a useless Minimal install without Wattman (probably the largest reason for the control panel), or just a driver where you can't change color space settings (which I'd be fine with if AMD didn't default to YCbCr). It's not impossible to have the control panel, no bloat, and Wattman as this was the default for Enterprise drivers for a while and even the UWP control panel for drivers from WU, but this combination wasn't offered in the regular Adrenalin packages.
There is a way to set up GPU OC without Wattman. So you can just do minimal install and use MoreClockTool instead of Wattman. This one is OEM cut down to ground version of normal Adrenalin as it doesn't even have some features normal version does. And it likely can only be used with OEM drivers. So wouldn't recommend using it as it can cause issues. But it does exist
If all you want is Radeon Software with Wattman and the display driver itself, this is all you need. AMD DVR brings all the recording stuff and AMD WVR is the Link/VR stuff.
