Does it exist? Can I get 4K 60hz to a TV out of my 780 Ti?

Yes, it is misleading advertising and should be removed. They're trying to pull a fast one on people, they talk about the benefits of HDMI 2.0, and then say it supports it... well, support is the misleading term, 'compatible' is more appropriate. However, that said, all HDMI cables are HDMI 2.0 compatible, the plug fits and it works, doesn't mean you will be able to make use of HDMI 2.0 on it.

It would be like advertising a USB 2.0 cable as supporting USB 3.0 ports. You know, like any USB 2.0 cable, but you aren't going to get any better than USB 2.0 performance through it.
