Clicking on the steam shortcut on start menu or double clicking directly, loads the client very slowly. It takes about 20-30 seconds. It actually causes system hangs sometimes.

I'm pretty sure it's a Steam client issue. This bug is almost 6+ months old.

Temporary Solution 1: Disabling iGPU in BIOS or device manager.

Known Issues: Steam client loads slow and may causes system hangs on AMD Ryzen 7000 Series with Integrated Graphics Products.
Affected PC configurations: AMD Ryzen 7000 Series (with iGPU enabled) and NVIDIA graphics card hardware configurations.

Is there another link for the tool, as the link posted above leads to "This page no longer exists" page. @Macer

AMD hasn't been able to reproduce this internally, and it seems to mostly occur on Asus mainboards, which come sideloaded with crap.

I had this problem on desktop a while back if I disabled AMD External Events Utility in Services. Re-enabling it made Steam client load quickly as usual. Might be related if people "tweak" their systems.

Also since the UI update Steam client loads slower than it used to and sometimes it just takes longer, likely when the client is checking for updates.

The thing is im on a legion laptop and the 1st workaround works (i.e disabling the igpu) but as you see im on a laptop, so especially if you disconnect your charger the dgpu tends to get disconnected to save power and well, you can guess the rest. Makes it a pain to work with.

Checked into what Asiju has said, and this utility service indeed is a helper for the AMD UMD<>KMD communication, it is required for a number of API's to work including the c dec that many developers have added into their applications to ensure the best choice of device.

if it has not started, or hung steam will be slow to start because the query that is being used to pick the best device is not getting a response, and the routine is internally on a timeout before returning success, or in this case, failure.

Same as AsiJu, disabled AMD External Events Utility in Services and steam take a LONG time to load. Re-enable it and steam loads quicker. So must useless crap loaded by AMD these days. Both in services and sneakily hidden in task scheduler that some people miss.

That "Useless" service is there to make sure various aspects of the driver that can only be serviced from User mode work properly at the kernel mode driver.
