But it doesn't seem to be due to ray-tracing, at least not in the full. Without RT, RDNA2 was already slower by a similar margin.

It might be the lack of optimized drivers for the game.
CB stated these benchmarks were done with Adrenalin 22.7.1, but that they are going to retest with Adrenalin 22.8.1, that are optimized for the game.
Awesome looking game with RT reflections on and 4K HDR maxed out with DLSS Quality settings for good FPS.Noticed some popin but not to troublesome.
Everything on highest settings, raytracing maxed, dlss off @1440p. I'm around the 100+fps mark. although I just played for a few minutes, it seems like a great next gen upgrade. Gotta go now, my spidey senses are tingling.
Update - After playing more, my FPS has tanked to the high 50's in a couple spots. DLSS it is then.
There's ghosting with DLSS DLAA from time to time.
try 2.4.6 or 2.3.9
DLSS looks the best but IGTA is a very close second in performance/details, DLAA wins in AA/Details but hits the fps hard
Amazing how FF stranger of Paradise got the latest DLSS and still didn't fix the performance
Im running the game at 4k with DLAA, and everything turned up, except ssao instead of hbao (ssao looks much better), and RT resolution high instead of very high... barely makes a difference. And ofc all fugly post processing turned off.
Runs good, and looks good.

It's hardly graphics intensive.
Not when not using raytracing, no... then you could do 4k 120 fps with a 3080.
Though, the CPU gets hammered hard with and without RT.
Nah, cpu load gets halfed with rt disabled.
Oh, I missinterpreted that then.

Notice that cpu load on my 11700 is just 30ish % with no RT at 58 fps (using fps cap), while cpu load is nearly 70% with RT enabled, still at 58 fps.
