It isn't actually "tied" to the MS Store, one can install the drivers without it - it's just an AppX/UWP package of the Control panel. If you happen to have nuked the AppX Installer or are on a version of Windows that Nvidia doesn't support anymore, there really isn't much to complain about. It's probably best if you reinstall a supported version of Windows with the AppX installer intact.
You may be able to manually install the old standard control panel from a different driver, although I haven't tried.

Because that's what MS wants now. This is Windows, and this is Microsoft. If you hate it that much, then it's time to switch to a different OS, I would say. (I did.)

Simply run a refresh upgrade. Download the MS ISO creation tool, run it, let it upgrade to the same version and you will probably be fine. :)

They are NOT tied to MS Store.
The thing DCH is tied to is the AppX Installer, where the latest is this one if I'm not mistaken:

I think I even seen someone unpacking the NVCPL package with something like MakeAppx from the Windows SDK...

Else I would recommend to give Windows the middle finger and switch over to the dark side... or was that opposite? o_O

Or try to run these from an administrative command prompt before you do a refresh upgrade:
    sfc /scannow
    dism.exe /Online /Cleanup-Image /RestoreHealth
