Which Bios you using? 264W or 220W?
I had alot issues on my V64LC and 19.3.3 Worked very good for me no issues at all.

Could you Link a screenshot of your OC/UV Settings.
Sounds like to much UV so the card gets unstable and crashes.

First of all try to set P2 lower than P3 mV on your Memory Control. you got there P2 950mV P3 920mV

Try to set P2 MemControl 850-900Mhz.

Core Control P7 seems bit to high IMO, would lower down the Mhz and rise the mV.

    HBM2:
    P2 800MHz at 875mV
P3 950MHz at 900mV (should work NP, Then test 1050MHz at 931mV up to 950mV)

    P6 1589MHz 1075mV
P7 1668MHz 1100mV (im Playing games with this and it's plenty fast)

Try this as a starting point.

I will try your advices (isn't 1668 too low?). What is strange is that the settings i posted above don't crash at all in valley etc, but just in VR/games.
I've also tried to flash latest LC and vega 64 bios but it doesn't work... it gave me black screen... i am stuck on 016.001.001.000.000000 with rog strix vega...

I can't edit P2 lower than 950... seems uneditable. I will try soft power tables.

    1668MHz isn't too low even for AC:O :p
Now that we have Mem Tweak -> im not using more than 1668MHz 1.094v for any game.
    Rage 2 -> Runs great @ 1658MHz 1081mV w/Timing Mod

    Note:
Do not use too low V with Beta Drivers (WHQL will work with too low V)
Make sure You have plenty of V for current OC.

Im using PP Table (loaded with OverdriveN Tool)
Thus i can edit any value, Edit P3 instead... Value can be equal or above.

    P2 800MHz at 950mV
    P3 950MHz at 955mV

Here (only adust V for Your GPU, test for stability)

I checked finally and my card was set at the power saving bios if above is correct (closer to the ports in the back).
why I can't find nowhere the official info on this is beyond me o_O.

I run FC5 bench with BIOS set on the other one (I presume that's called performance BIOS?) and the results (1080p, ultra) are identical so I don't get the difference really .
    thanks.

    OP Updated.

Always check in GPU-Z -> what Power BIOS is set...
    220tW or 264tW

Between the 2 bios, the only difference I found was less power to the board. I can't remember how much and a lower P7 state clock.

Unfortunately, our card is hot and loud. It's hard to get the right settings.
I found these settings to be good. I can keep up high clocks while gaming.

I'm not that familiar with that tool yet but I plan on using it cos what I have seen from wattman last few days I'm def not impressed.

    why power target -10%?

btw should I just reset wattman or I need to reinstall driver package (I'm using 19.4.3) and not ever go into wattman (clicking that accept button) before using overdriveNTool?

    thanks.

Power target at that is less heat, less power consumption, same performance. At least, for what I have been testing with those settings.

In wattman, what I always do is change the slider to custom and then use OverdriveNtool.

WattMan is set to Custom w/Manual V + don't use too much of Power %
OverdriveN Tool is for fast Profile switching (not all games need 1600MHz+ lol)

    Note:
(-) POW is for You to lower the tW
It can lower the tW by ~25-45tW without much impact on Performance.
    My trusty settings: -5%, -8%, -10% and for Card Games and such -15% & -25% !
For BFV im using -5%, RAGE2 -5% and finally Forza -5% or -8%.

(+) POW is good for using when Raw powah is needed:
3Dmark etc. or if You playing games with +90FPS up to 144Hz then You want to adjust it a bit: +5% or even +12%
(not needed more than 25%, 50% is good for Bench records, but GPU can throtle)

I'm on a 144hz freesync from a few weeks back.
    I don't need 144, but I would like 60-90 when/where ever possible.
I'll try your mentioned settings guys.
    thank you.
