Im Currently on 3090 and not in a rush to buy the 4090. Maybe wait until the 4090ti but Im massively put off by the bugs in DSC in the drivers with my 3090. The UI in alot of older legecy windows is really broken but thats windows not the drivers. If I switch on both my 4k side monitor and my 8K TV at the same time, neither works and i have to reboot the pc. Nvidia need to iron out the bugs before producing the cards capable of 4K120/8K 60hz. Ive tried reporting these problems time and time again to nvidia and never got any updates or anything.
The 4090 is going to handle the workload but you will see some performance improvements with a faster processor in regards to games. It will not be a mind blowing difference but a difference nonetheless. I have a 10900k and I've decided to go with the 13900k along coupling it with the 4090. If you do any sort of content creation, if I were in your shoes, I would make the leap. Please don't misunderstand me though. Our current computers still are very powerful and better than 90-95 percent of the computers out there. I'm upgrading because I'm very impressed with the RTX 4090's results and I want the card to spread it's wings with faster memory and bus speeds. I also can't fit the 4090 in my current case. I just pray I'm able to get one. If God's willing, I'm so looking forward to tomorrow. In Jesus name.......AMEN!
You really ought to wait for the 14th gen - it will be much faster for gaming, where as 13th gen will be close to identical to 12th gen in gaming.

So 60% to 70% power target seems reasonable. This will make it a 320W card with only marginal performance loss... except of some special cases like furmark. I think DerBauer summed it up nicely. It's an excellent card that came at the wrong time, considering all that is happening right now.
