With the right UV they do considering boost clocks on reference design is 1905mhz, and people are managing around 2100mhz clock and 900mhz on the memory. Turing doesn't overclock much either, this day in age it's just increasing your headroom for boost clocks.
Can't speak for Turing but i can say my 1070 doesn't overclock at all outside of the factory overclock it has. From what i've read it's because it has Hynix memory instead of Samsung but really the card becomes unstable as soon as i try to overclock past the factory overclock guaranteed by Asus.
