Product is probably aimed at technically impaired people.
They state meaningless "Battery Capacity" in mAh units.
Ampers or AmperHours are not units of any type of work. This value becomes valuable information only upon knowing battery voltage.

As Work is measured in Watts and workable energy in WattHours (Wh) one can only guess what is actually this thing capable of doing.
    - - - -
So, if we presume they state correct capacity 12.8Ah of batteries in parallel. We get 3.7V nominal voltage and 12.8Ah capacity = 47.36Wh. That's not much, but can probably extend operation of mentioned notebook as stated.
(Ultrabook has 53.6Wh battery and lasts up-to 9hours. So Voltage adjustment and charging losses look about right.)

But what does that say about Powerbank itself?
    - It is damn expensive. I have 110Wh powerbank for less than one third of the price.
    - reminds me of following thing (USB-in, USB-out, Power button and 4 LEDs as charge indication) = Cheapest design around

But...like you say, you can get similar or even higher capacity, for $20-30...so why would you pay 5 times that much?
