I am building my first intake pc. I have a limited budget. I am planning to buy 16gigs of ram (2x8). I am not sure if the intel motherboard requires all four slots to be filled. Can I get by with just 2 of the for slots occupied.

Just make sure you got them in the right slots, just check motherboard manual for what is the correct way for 2 dimms.

can get by with just one slot filled if you really wanted, no specifics.

But you'll be running single channel and take a hit in performance. Don't do this.

Check your motherboards QVL to know which ram modules are supported.
You can buy outside that list but you risk getting memory that needs a higher spec motherboard to achieve its rated speed, and the ram possibly not working at all.
If you want to buy outside the list be sure to search for peoples experience with your specific board and that specific ram.

The QVL will state whether 4x4GB or 2x8GB of particular modules will work.
    As will peoples experience.

What Muf said, read online your m/b manual concerning ram b4 buying ram.
