Probably no, the signature is still beta not WHQL in GPU-Z but Dxdiag says Yes.

Config\CIMManifest.xml and then we compare that which now has a date of October 15th against the October 11th file from the original release.
There's a few other files here with the same date but it's mostly just the build version so scrolling down we have this:

Support for the new 580 Polaris 20 refresh I suppose.
EDIT: Seems the INF also could work for this as it has a few lines added in to support this GPU.

EDIT: Nope it's not the refresh (Which was also rumored to be a 590 or 590X) it's a cut down version.
From an article 8 hours ago so maybe one of those iCafe GPU's I suppose it would be then?
EDIT: Oh that's interesting they're doing the HDR extension with this driver too for Vulkan, nice!
(EDIT: Hmm interesting, if those are new the Vulkan .DLL files remain unchanged but it could just be a silent update without altering the version number.)
MerolaC, that's a release notes for 18.5.1
This new Oct 15 release only adds support for 3 new Vulkan extensions

Or reinstall windows if you haven't done that in a while. I reinstalled windows about 3-4 times this year since i had numerous hardware changes and without there where always problems for some reason.
Windows 10 1809, installed october 15 version of this driver and i do not have radeon settings in context menu but is available in tray. Not big issue to me but it is present.
I had that with 18.9.x, just reinstall drivers.
Or just go to the driver / packages/drivers/display/ wt.../b..../ & manually execute ccc2_install.exe
P.S. Had the same behavior -- installed on top of 18.10.1 (old) and CCC2 was gone from right click.
Reinstall all VC redists with a clean install with DDU in safe mode of course.
Radeon settings and catalyst control panel use these VC redists both x86 and x64.
Something is broken somewhere.
Just popped these on (as was still using the 17.12.1s), as i got the hair bug in SOTTR (where her hair goes white in certain places, like glowing squares, looks like a halo ), but it didn't fix it, tried turning off the DOF, as someone suggested, as that fixed it for them, but it didn't for me, so i went through all the other settings, and found it was the Screen Space Reflections causing it, as when i turned those off, her hair went back to normal

What is this nonsense that when clean installing the drivers. It also removes all AMD drivers including chipset drivers. Which then windows replaces with old drivers so then have to run the chipset installer. And now windows update replaces AMD PSP driver with a newer version.
So then means I have to reboot my system multiple times..
And then find out the installer didnt install everything...can't find radeonsettings.exe...wow

Windows 10 ? Yeah if you remove the driver entirely even if you try to block it as long as the net connection is in you will probably see Windows Update kick in and pull whatever it can find so keep that off until you are done removing and installing the driver entirely.
You can block much of this functionality but not this last part from what I know so if you ever remove the driver in full and Windows sets a basic driver then when it next can it will check for updates and pull whatever from the repository. If it's a newer GPU then at least it won't be within a range of several years but it's unlikely to be what you wanted to install and in the way you wanted to install it. (IE the AMD Win10 Update driver might lack the control panel or other additional parts.)
They aren't WHQL for me on Win 7, as got the ask about installing the Display Driver.
