I'm using a dual monitor setup and I was wondering if there was anyway to have the on screen display showing on the second monitor, instead of being above the game itself, and also if there is a way to display it all the time, not just in games? Hope I made myself clear.

On Screen Display.... read again "On Screen" of course it is bound to the same output as the game.

If you just want a window with sensors displayed, you could detach the monitoring tab of MSI Afterburner configure it to display the sensors in multiple columns to fit it on your second monitor.

Run any simple 3D application (even a blank 3D window) on the secondary display.

you may want to use the overlay editor plugin from the latest RTSS beta4 as such as it provides live view of OSD while you're able to configure and arrange the OSD to your likings.
