I have RTX 2080 which is more power hungry and peak total power consumption on wattmeter is around 350W. Decent 650W PSU is more than enough for GTX 1080.

Corsair vs 650 is a decent low end PSU.
PSU requirement on Nvidia webpage is 550watts.
So I guess it should work.

Unsure why you asked to then say otherwise, it'll work but as I say I wouldn't fancy running a 7700k system with a 1080 on a value series non bronze rated PSU.

The rating is for power efficiency. Machine will run just fine, just don't expect to save on power bills like you would with a Gold Plus or Platinum

Power rating is only thing that's important here, difference between 80+ certifications just says how much more over power rating it will consume and amount of heat it creates.
For older PSUs important thing is to check 12v rail power rating if that's sufficient.
VS650 is rated to 715W peak and 600W on 12V rail so unless his PSU is getting bad, he should be fine.

Hell, until recently I did run Gigabyte 1080ti xtreme with i7-2600k OC, 2x SSD, 6x HDD and 70W+ more in water cooling stuff just fine on AX650 and he is not getting even close to my old power draw.

We'd need to know the rest of your system is the correct answer. However, if you're just running your average system with a few drives, moderate OC...a 650 watt PSU should be just fine.
