I have a computer with 11HDDs. Needless to say, it's strained on the 5V rail. Is there some sort of way to power things via PCIe? I have no idea how 12 gets to 5 volts, and I know PCIe is all 12 volts.

The simplest way would be to add another Power Supply. If you do not have space inside your PC you could have it on the outside.

I too would advise to a second PSU. I have not come across a PCIe to SATA power plug / card, sorry.
