I've been having a weird problem with my network over the past 24 hours and I can't seem to figure it out.

Every other device on my network can access the internet and router interface without any issues, my desktop on the other hand is intermittent.

There are times I try to access any webpages, and it just sits there connecting forever (no matter what browser I try). At the same time that's occurring, I won't be able to access my router's interface (but I can access my network storage just fine). These problems are only happening on my desktop, and no other computer.

While this is happening, Steam or qBittorrent will still be able to download, but even that is spotty. Sometimes I can download at 1.2MB/s (my peak) and other times it'll grind to a halt and not want to download at more than 10KB/s.

This is what I've tried so far:
    • disabling/enabling my network adapter
    • switching from a wired connection to wireless
    • resetting the router
    • updating the routers firmware
    • resetting my TCP/IP stack
    • flushing my DNS

Same happens with Wireless as Wired?

    Got any VPN software installed?

    3rd party firewalls?

Yep, same problems with wired and wireless. No VPN software and no 3rd party firewalls.

EDIT: And it's started again. I was downloading an episode of Computer Chronicles from Archive.org and now my desktops internet has come to a crawl. All my other devices can access the internet just fine, here's a speedtest taken from my phone right after my desktop started slowing down.

    Scanned for malware?

Yep, did a full scan with Malwarebytes and it came up clean. Also ran a full scan with Avast and that came up clean as well.

I think I'd try creating a new partition on the machine with the issue, install Windows as a dualboot and test it on that new install, that way you can rule out software if the issue is still there / hardware if the issue is resolved

I'm currently running a LiveUSB version of Ubuntu 13.10 and no issues as of yet. Generally a restart would temporarily fix the issues with Windows. So I'll run the LiveUSB for an hour or so and see what happens.

If the problem is narrowed down to my Windows install, what should be the next step? I'd prefer not to have to reinstall Windows if I can avoid that.

You could check event logs for events around the time of the slowdowns and see if that gives you any clues as to what's wrong

The reason I was suggesting Windows as a temp install rather than Linux was so that you were using the same drivers, but if Linux doesn't show any problems, it's likely not a hardware issue

Open CMD as Admin and type:

    Dism /Online /Cleanup-Image /RestoreHealth

Let it do it's thing, it takes a while and looks like it's hanging, but just let it run

    Then after that, type:

    sfc /scannow

And let that do it's thing too, see if that repairs anything and reboot

Running DISM comes back with error #87 and I've run the sfc scan command before when running my original troubleshooting, but I'll run it again.

EDIT: SFC came back with no issues.

Well it's happening again. I can download at my max speed through qBittorrent, but if I pause those downloads and try to browse the web or watch a YouTube video, it's a standstill. Steam can also download at my max speed as well.

Is that through live linux you're still getting problems?

Seen a few people with the DISM error but not come across any solutions yet

But if SFC comes back clean, that shouldn't matter atm

Nope, I'm back on Windows. Ran Linux for 20 minutes and didn't encounter this issue while I was there.

Here are some speedtests I ran on the three computers here in the network.

    Desktop - 5GHz AC Connection

    Laptop - 2.4GHz N Connection

    Laptop - Wired Connection

    My Desktop - Wired Connection

Gave this result even though it took 5 tries to load the webpage.

    Did you check event logs?

Yes, but I'm not really that great with the Event Viewer. I can't tell what is a problem and what was just a result of resetting various things.

Try doing a 'netsh winsock reset' from cmd as administrator and reboot.

Have you also updated your NIC drivers?

Yes and yes. Got the latest NIC drivers from Intel's website.

Only G3D or other sites too?

I ask because G3D is loading slow for me again today too

EDIT - Oh it's only that one PC.... not G3D then

    Checked HOSTS files?

EDIT - Try a trace route to G3D

    CMD: tracert guru3d.com

Hosts file is fine and here's the trace route.

    EDIT: Easier to read version
