NVIDIA just dropped a new driver 452.06, however no sign of shader cache improvement. Thanks for your tip anyway.

Sorry for OT question: how does your Disk Cleanup window look like that? Dark themed like that?

Unlikely to be shader cache related, this game has no shader compile stutter. You're low on VRAM, RAM and storage performance, lots of possible reasons. Also check your temperatures.

its because you only have 8GB of ram.

I played that game with 8GB of RAM in 2015 and there was only minor stuttering when passing city borders.

Astyanax is actually right, GTA, specially GTA Online takes a huge amount of RAM. I also have 8GB of RAM, but since I have the page file on an SSD, the stutters are almost non existant, but they are there at times

I remember we had an altercation in the past about GTA's memory needs :D

At launch there was this horrible bug in the games memory management that saw the page file grow and grow and grow whilst not using much system ram at all.

Start with more RAM first, 8GB is very little for even less demanding games in 2020. Though I think this is actually OT here. ;)

I really hope the r460 consumer driver release will fix this issue. I don't have to "worry" a bit about shader cache with Radeon and I'd like to keep it that way with a GeForce...

I don't think its either drive or ram issue.

    Restart game will remove stuttering.
I heard people talking about the performance of this game dropped after diamond casino heist update. (I wasn't there but I noticed csgo isn't smooth since texture streaming beta, developer improved it in last update but still not fixed yet)

    Update:
I personally conformed if you want to stay on high performance, avoid framerate drops and low usage you need a good drive or do something to improve read speed.
November 24, valve release an update(version 1193, no title) for csgo and this should fix the bug mentioned above. Finally...

I always alt+tab in and out of GtaV, that fixes stutters for me.
