Just cap FPS on PES. Have you ever played PES on PlayStation? It made my PS sound like jet engine. Now I cap FPS to 110 on PES and my GPU doesn't get that warm.
its capped to 162fps in 1440p resolution (monitor are 1440p and 165hz), my gpu usage is very low with 40, 50% but the clocks don´t down
I honestly wouldn't doubt it anymore considering the time between 30series release up until now and my performance got a bit worse with every driver.

Your performance is getting a bit worse for whatever other reason because there is no data to suggest that it is because of drivers. Maybe install an antivirus or something?
So... is nVidia trying to beat AMD in the war of who can provide the shittiest and slowest driver support?
Who cares about support when your products instantly sell out for above MSRP no matter what you do...
Truth is, the new Syberia and WWE 2K22 perform like crap on NVIDIA HW.

Syberia performs like crap because its Syberia, that engine is unnecessarily brutal for what it actually puts on screen.

Have you seen the performance of Prologue?
You might have more shaders on one architecture vs another but that means little when the gpu is cache or rop limited, making it impossible to leverage them.
The engine is just abusive, too many polygons for some scene content that you couldn't even tell a difference from using a lower quality level.
Nvidia cards, for the last decade had a big advantage in geometry throughput. And a better culling system than AMD.
So it's pretty obvious, that geometry is not the issue.
Also consider that Vega64 has only 64 ROPs and 98.94 GPixel/s of Pixel fill Rate. The 2080Ti has 88 ROPs and 136.0 GPixel/s
Yet, they are matched in this game. So it's not a matter of ROPs.
Also remember that the 2080Ti has much better color delta compression than Vega64. So it's not memory bandwidth hampering pixel throughput.
It's also not the cache. Vega64 has 16KB of L1 cache per CU. But The 2080Ti has 64KB of L1 per SM.
And the Vega64 has only 4MB of L2 cache. While the 2080Ti has 5.5MB.
Usually, the 2080ti is 65% faster than a Vega64.
And the game uses Unity Engine. Not some unknown, half-assed game engine.
Chances are, there is some lack of driver optimization.

Turing and Ampere have a raster bottleneck in their GPC configuration, the other issue that Syberia Prologue and the final release share is a distinct lack of early culling
GCN+ have an edge in culling over Nvidia.
You don't understand what you're talking about architecturally, cache on GCN and later is balanced significantly better per wave engine than it is on Turing and Ampere, its actually this fact that has led to such poor improvements over the GP102 in non-raytraced scenes.
Unity and anything else XNA-Esque is half arsed garbage.
Anyway, the issue has been identified as a client flaw, Vsync is being performed in a wrong ass manner leading to gpu spinlocks and the framerate being limited to half the maximum possible framerate when not vsynced.
This issue is also present in Grim Dawn and FFXIV behaves the same way in borderless fullscreen - since the default behavior of Unity is borderless fullscreen, well you can figure it out.
Genshin Impact and Valheim have the same issue.
Never heard about that raster bottleneck. And benchmarks show the oposite of what you are saying.
Also, I've never seen anything showing that later GCN cards have better culling than nVidia. Quite the opposite.
Chances are the game is badly optimized for Nvidia h/w by the developer as it has been in development for PC and PS4/XBO simultaineously by what is likely a rather small and inexperienced team.
I mean, it takes some skills to make a Unity game perform badly under D3D11 on Nvidia h/w.
It can be solved with a driver probably but it is highly likely a game engine issue.
TL;DR: Go bug the devs.
It is being released only on Windows, eventually for consoles.
So the windows platform is the main one, where nVidia dominates the market.
It's not like this is the first game that runs worse on nVidia, but then a driver update improves performance significantly.
Just recently nVidia dia that with Forza5 and AC:Valhala.
Their team was already made aware.
Neither of which are unity 3d, and DX11.
