Ah sorry about that. Thanks for troubleshooting the issue and sending the trace. I downloaded the trace and am going to file a bug now.
Yeah, i didn't mean other limiters set the GPU to its max. After a month of testing i'm quite confident that it's an issue of Nvidia v3 limiter.
What i mean is that most limiters only works at GPU level. And even if that makes the driver handle the clock speed normally, i found the Nvidia v3 limiter to be much more accurate for that.
RTSS is the best limiter i've used overall, but personally prefer a more precise clock and voltage values.

Was getting hard lockups upon restart after deleting resolutions in CRU so I rolled back to 471.11 and no more lockups. Something is borked with this driver.
I was also having severe and constant stuttering in WD Legion, I thought it was just that the game was garbage so I had Ubisoft refund me.
