I simply can't figure out why the option to control fan speed doesn't work in my computer.

I have this same general issue.
I had to buy a new card when my MSI GEForce 1050 died in my desktop.
Went to Best Buy for an "emergency" purchase of an EVGA GEForce 1660ti.
Unfortunately, EVGA's Precision X1 tuner won't load. I researched and found that Afterburner should still work.
However, the version that came with my original card does not support EVGA cards older than the 2000 series.
Further researched pointed me to RivaTuner, but I read that's been superseded by Afterburner.
I downloaded the version from guru3dcom, but now when I try to start it I get a pop-up stating "Unsupported MSICyborgWhite.usf skin file format"
    Any suggestions?

Get a new download of MSI Afterburner and do a clean (deinstall with no remaining data, reboot) install. RTSS is bundled alongside.
