I'm not sure I care I know I'm probably in the minority but I just don't get geeked up for low power devices.
It might lead to desktop device require less power too? which always good. I would kill for 8c16t cpu with peformance of highend cpu but power usages under 60 wattage same for applies for gpu, less wattage less heat with out performance loss is always great

Just get a 65W part then, plenty on the market today! It's not rocket science, everyone can open a browser and google for info on how to fiddle with a BIOS. Specially with the current GUI, it's child play going there and setting up a CPU voltage offset, testing stability between changes with a benchmark.
