Has to be more to the story.
Surely you can't just get into trouble for storing rain water.
To me it sounds like he might of been taping into the Springs and taking the water from it.
It was years ago...
This only proves that USA means dictatorship and there is no freedom in their country.
That's mental. If you're stealing water from a stream or Spring I can understand. But if it comes out of the sky. Bullcrap.
Seen a few refs to this being a "felony" elsewhere in the US. Some places even catching the rain off your roof and storing it for gardening or whatever is a Federal offence.
Firstly, it's Utah, not the US. If you're going to insult us, at least understand how the ****ing country works. I see your comment in the youtube video though, and I understand you have some kind of underlying need to say the word "dictator" I hope your disorder clears up soon.
Second. No way this stands. No one in the US supports this. The water isn't even used up, it doesn't make sense.

He could have obtained a water right through the application process:
In which case he'd be able to technically store as much as he wanted. The problem isn't so much the storage but limiting distribution. They don't want random people selling water to the public that's untested.
How can you steal water from a stream or spring.....? This is OUR planet. Why should we have to pay to exist on it.
the only way would be to take so much water out of the stream that the people down stream don't get enough, there have been some lawsuits between states regarding this.
For personal use people should able take all water they want from streams or spings in his property or public/country owned.
Atleast this is how it is where i live.
I think they consider the theory of:
Rain drops to ground/earth. Earth consumes it and stores it in the underground water channels u know. And earth resources belongs to government,public. So he stole from government and public? Ffs.
He got jailed because he didn't pay for it.
And the insanity continues.
To add to this story, New York State is working on bill that would require those that use Well Water to pay a tax per gallon used!

Seizing natural resources for private or state owned ownership for the generation of profit.
State can't own anything in true capitalism...
It's not classical capitalism. It's Capitalistic fascism, regarding this law anyway.
This law could also have existed in the Soviet Union. Thou shalt not take initiatives of your own. You'd think people in the US would be a bit adverse to that....
