I have a msi g31tm-p21 motherboard that when i put a single dual or quad core cpu in it the fan spins up and no post. No video out either. No matter if i put a vga card in same thing no video out. I can't even get into the bios. Any ideas whats up with the motherboard?

I did reset bios via battery removal and short across the pins. Ram doesn't matter which bank its in either.

this system must be booted with the initial supported cpu in order to flash the update that supports later cpus.

The initial supported were Conroe, Kentsfield and Yorkfield based Core 2 processors and Pentium D.

There is an OC switch on this board that might be set wrong.

Note, this mainboard requires the latest bios in order to support low votlage ddr2, only jedec standard 1.8v ddr2 will boot prior.

Pentium e5700 he did try is already on your list. Most likely a RAM issue.
