Will the mod be playable in lower end systems? I run on a laptop with an i7 and 640m and i can run medium settings on 30+ fps with a litle bit of overclocking in the original game. Should i hope the mod will be playable for me?

If you paid atention to the game you would see that some people say the same things and even do the same things, and i've never heard some of the npc's from the video in the vanila. And it's clear that there is more density also.

The only thig I havent seen from the e3 version are the water streams of the rain falling from the awings
those foggy clouds were there in the mod that you sent us. I noticed that whem testing but onr question though, it (fog/wind thing) passing straight through the buildings, and this way looks so wrong, I mean it should free float in normal spaces but not through buildings (entering them as there is nothing in front of them and then getting out the same way as the building is not there). I think those should be on the street level or something like that, or up above like in the video but not through any objects.
