I have used it three times and never had an issue. Not sure what happened with the others and "bad keys". I would use it again if required.
It's not a scam. It's legit as in it works as intended. You will get working keys/licenses. However, the reason it's so cheap is because many of these are bought from low resource countries and then resold internationally. Technically legal.
