Is Afterburner able to control the Power Efficiency toggle found in AMD settings software?

I have an issue where this setting in AMD drivers is not always working properly. Sometimes it straight up turns itself off and I have to keep flipping it back on.

Is there an option to control this in Afterburner? If so, does it work better?

I need it to use less power. If I keep it off then my GPU clocks up when doing regular things in desktop. I want to maintain lower power usage when not gaming and reduce consumption when in 2D menus in games.

So it seems, so far, that afterburner was the root cause. A few restarts and some games later, the toggle is staying on and wattman settings staying in place. will have to confirm but seems this is the case. I had turned off some afterburner checkboxes in the hope of fixing it, but it seems uninstalling AB was necessary.
