I have a 1070 Ti and 144Hz display - Need new CPU but which one?

    So I have a Haswell system running 4570, 1070Ti, 16GB, Mag24C 144Hz monitor.

    I play The Division, 100% load on CPU but only 40-50% on GPU getting 80 to120 FPS on lowest settings.

    So I am thinking I should be able to reach 144 FPS and a little eye candy turned on if I get more threads or faster clock speeds or do I need both? Don't want to spend more than I have to. I am on a budget.

    So I gather I am bottlenecked by my CPU. How do I answer the question of what will solve my problem?

    Best case scenario is that an i7 4790K would do it - or do I need to go current gen?

    EVGA GTX 980 Ti FTW
    1440p g-sync would be my recommendation. Get some more eye candy out of that GPU.

    Sorry I didn’t give specs on my monitor.
    Mag24C, 1080p, 144Hz, VA panel, FreeSync

    My problem is my cpu, it is constantly at 100% in game. GPU at 45%

    If you can get the 4790K for a good price then do that, if not then try DSR x3 or x4, give the gpu more load, then tweak max pre-rendered frames if you need to, depending on the amount of input lag you're experiencing for which game.
