You can change to BGR using the cleartype tuner in Windows. Go to the Start menu, then start typing Adjust Cleartype Text to start the cleartype tuner program. The first step will choose the striping mode (RGB or BGR). Choose the one that looks the sharpest to you.
A GPU don't know or care about display pixel structure, it sends out pixels, not subpixels. Thus a driver can't do anything about display h/w. ClearType tweaking improve fonts antialiasing in Windows in programs which use ClearType font rendering but that's about all it does.

Cleartype tuner and text in general has no effect on games since they're in graphical mode where the bgr and rgb subpixel layouts don't matter.
There are some awesome gaming monitors with bgr panels that look so good in games that it's worth having a bgr monitor.
