Help needed to OC i5 4590 and tightening RAM latencies.

I got my i5 4590 cpu to 4.15GHz (max turbo) on all cores (CPU ratio 37x and Speed Dynamic with Intel Turbo Boost). I havent touched Bclk yet but would like to take it a notch by 5% if system remains stable, of which I would like to know if system becomes unstable: it would just restart and show a "failed OC" warning or there would be any adverse effects from which there is no turning back. This is my 1st Intel CPU after 4 years.
Also, I bought Hyper X Fury memory specified to run @1866 MHz hoping to get tight timings @1600 MHz, but having difficulty in doing so, could someone help me with this?
    Thank you!
Edit: Actually it is only 3.7GHz on all cores and not 4.15 GHz as I said before. Sorry everyone. CPUZ and HWInfo shows 3.7GHz but ProcessHacker taskmanager showed 4.15/3.7 GHz and so I was confused. Sorry again.
