can anybody give me a definitive answer as to whether or not this card supports software voltage tweaking? i know it doesn't use the reference volterra chip, so i'm a little nervous...

No, R4890 Cyclone doesn't support voltage adjustment, because the PWM on board doesn't support it.

I'm guessing that also applies to the Cyclone OC and the Cyclone SOC?

Yes, they are all same PCB but Cyclone SOC has higher default 3d voltage(pre-adjust from hardware level).
