What do you suggest? Reinstalling didn't fix it, so that's not the problem...
You can try
(Receive Segment Coalescing State (RSC), Packet Coalescing, Checksum Offload, Large Send Offload (LSO))
But in my opinion the motherboard (chipset Intel® H81 Express) is weak.
Post screenshots with all settings in Advanced tab in Realtek NIC drivers.
It's all in foreign language (mine) , don't know if you'll be able to understand much lol.
I can say what is disabled in my work rig for Realtek drivers: Advanced EEE, ARP Offload, Energy-Efficient Ethernet, Flow Control, Green Ethernet, Interrupt Moderation, IPv4 Checksum Offload, Jumbo Frame, Large Send offload v2 (IPv4), Large Send offload v2 (IPv6), NS Offload, Priority & VLAN, Receive Side Scaling, TCP Checksum Offload (IPv4), TCP Checksum Offload (IPv6), UDP Checksum Offload (IPv4), UDP Checksum Offload (IPv6), Wake on Magic Packet, Wake on pattern match.
You can try them one by one.
Also worth to do - set your Ethernet connection as a metered one.
If you have a firewall installed, i'd suggest to check again after uninstalling it.
I only use Windows Defender firewall.
