I've noticd that when unlocking the shaders i'm limited with how far I can overclock the core depending on the shader clock.

e.g. at shader clock of 1405 the max core I can set is 675, at 1458 it's 712, if I select a clockspeed higher it clocks the core back down to 300. Is this normal?

ROP and shader PLLs (clock freqnecy generators) allow generating separate clocks but physically they are not 100% independent and they have some shared dividers. This architecture specific puts some restrictions on allowed shader clock / ROP clock ratio, for example the ratio cannot be less than 2 (that's what you're seeing now). This applies to G8x/G9x, as well as to G1xx architecture.
