GTX 850M clock is stuck at 135MHz

    So i tried out NVIDIA inspector on my GTX 850M yesterday for GTAV, and it worked fine at first and then i set it back to default again, but then i had to go to school and shut down my laptop. Now when i got home i decided to play some GTAV again and when i got ingame, i barely had 1fps. I checked NVIDIA inspector and my current clockspeed was at 34MHz. with GPU-Z it was at 135MHz. I already talked to NVIDIA customer support about this and they told me to do a clean install of my drivers with the newest driver 355.60 but i still have the problem.

    maybe i just clicked something and don't know about it?

    Dell Inspiron 14 7447
    Intel Core i7-4710HQ 2.5GHZ with turbo up to 3.5GHz
    NVIDIA GeForce GTX 850M DDR3 4GB
    8GB RAM
    Windows 8.1 64-bit

    EDIT : I also tried out NFS Rivals and it had the same issue, so this isn't a problem with GTA5
