When I upgraded my gtx770 to a gtx1080 my dx11 performance went through the roof, but none of my DX9 games saw any increase at all (or very little).

I'm now using that gtx770 in another PC and I'm thinking of replacing it with a gtx 1660 super. Am I going to see a similar dx9 result with that as I did with the 1080? (as in no noticable increase for dx9 games).

most dx9 games are cpu bound on modern systems, if you are using the same cpu as before, then yes the performance will likely be the same or similar

I doubt that the GTX1660 Super is going to help at all, reason is that the GTX1080 should have upped it from the 770, what CPU, mobo and memory did you pair it with?
Did you up resolution in between?
I had a 770, 970, 1080 and now 2080S, and saw an increase at the same settings/resolution with dx9 games every time, only issue I can think of is the CPU holding it back for you.

    EDIT
You should be able to run better AA, shadows and AO without dropping below the fps from the 770 at lower settings with that 1080.
