GTX 1080 TI & G-SYNC Issue

    Of course you don't get tearing with vsync on.

    Your post has no bearing regarding gsync.

    So why does OP get tearing with G-sync and V-sync enabled?

    True that I do share my experiences with a non-G sync monitor.

    Because he had Gsync on and VSYNC OFF

    Why does it matter if vsync is off if you stay within gsync limit by using a frame limiter?

    Because Vsync ON enables frametime compensation within gsyncs range.

    It's gone into detail at blurbusters Gsync 101 if you want to read more about it.
