It's your cpu. Try this for fun: set everything to the lowest. In my rig, the difference between max (over 1gig vidmem used) settings and lowest (285 mb vidmem used) is 6 fps.
^ That's been my experience... and countless others, judging by the forums. I stuffed this "all powerful" GTX 285 into my old Athlon X2 4200 (2.2Ghz dual-core) and only gained a few fps. Only when I upgraded my cpu did I see massive gains. Once I OC'd it, the gains got even bigger. So yes, more cores and more speed = :banana:* *highly scientific analysis
I probably could OC it even more and gain few more FPS but i dont like to see high temps and i dont play the game anymore since ive finished it already long time ago. Other games i play now i can run maxed out so theres no need to push it even further... Maybe for Empire Total War which seems like a total resource hog, lol.
Indeed, I've had GTA IV running on a variety of CPU/GPU setups recently and a lot of it has come down to clock speed of the CPU and amount of cores. I had the same gfx card but with an X2 4200+ in there and it wasn't really playable, once I stuck the C2Q in there things changed massively. Plus the OC on the GTS was wasted on the X2 processor.

I strongly agree. i mean, for GTA4... i upgraded my GPU from 4870 to Geforce 285 but only gain some FPS..need a CPU upgrade for GTA4 i presume..but how much we need for other games? GTA4 asks for more CPU cores, but other games?

I dont know what to do so i run the benchmark tool and this is what i find out, it shows this in hardware category ATI Radeon HD 4859 1GB 4 GB RAM Windows XP Service pack 3 Intel Pentium III Xeon processor I think it does not detect my processor correctly why is that and why is lagging is this the reason??? You pair a Core i7 with 4850? What a waste of processing power.... I think you really need to upgrade your VGA
First off your 4850 is a GDDR3 with a 256-bit bus meaning it can't take full advantage of the VRam, secondly well.. it's your GPU. With everything at stock I get 60FPS solid on GTAIV's benchmark. I don't know why it shows a Xeon processor, did you format when you changed hardware? I've been running Vista/Windows 7 and never encountered such an issue.
