No, i've played since launch and remember the feature coverage in the article no longer available at https://www.geforce.com/whats-new/articles/final-fantasy-xiv-heavensward-benchmark nvidia assisted with an implementation of a custom water tesselator which is only operated against water surfaces and some sea side water, then paralax occlusion and HBAO+ from the gameworks toolset. since StB released SE has changed the area's where tesselation makes a difference to tidal height and flow so that the only swimmable region which has tesselated water is Lavender Beds.
