Again, what the community does with a game has very little to do with the actual game's quality. Yes, in FC4's case people are finding ways to trying to fix the stuttering, and yes it's something that should've been taken care of before release. But, even so, people would still tweak the game to places beyond what the developers would. It's how it happens. Look at Doom 3, Crysis... and many, many others. Even Alien: Isolation.
